I learned that this does not mean it has cool air all of the time. Apparently Italy only allows thermostats to control heat only in fall and winter. Even if the thermostat has a cool setting it is only warming- not cooling. Learned my lesson. But should have called beforehand. I was able to open the window but at a certain time in the morning the window had to shut due to the street noise.
Great location near the train station, though.
The hotel states is 4 star but the amenities is par 3 star only! The shower gel was empty when we booked in (no one bothered to check it).
There were sounds of construction going on constantly at early hours of morning. They had put stickers to the window to hide the pathetic view of the construction outside.
