Never have i ever came around such a terrible property and management

First, the receptionist’s attitude is quite rude. I didn’t ask for him to be enthusiastic or anything, but the basic reception courtesy is missing. He insisted that we should pay the city tax immediately in cash or else we were not allowed to check in. When we said we had none, he asked us to go out and get money now. In other hotels I stayed at, whether in Milano or not, I paid city tax when I checked out. I must emphasize that he was very rude when he spoke.
Secondly, he gave us a room on the ninth floor, but the elevator only goes to the eighth floor so we had to climb extra stairs. To make matters worse, the whole room smells like mold. Evidently it has not been properly ventilated for a while. The stool in the toilet was broken and I fell down when I sat on it.
Lastly, Can you believe you woke up in the morning with no electricity in your hotel room? I couldn't charge my phone and couldn't put my makeup on in the bathroom because it was so dark. The only window in the room was sealed on the outside so the sunlight couldn’t come through as well. The hotel staff suggested/implied that if we were to check out early in the morning, then there would not be any problem for him since he also admitted there was serious problem with the room regarding electricity power. After I insisted that we should get a different room before checking out, he conceded. After waiting 35 minutes for the new room to be cleaned, we finally were able to spend one hour in a room with electricity before check out.
On the negative side, The space for three people is not ample, the cleanliness of the apartment left something to be desired, and the bathroom exhaust fan was weak and took a long time to defog.
Furthermore, there was a lack of clarity in the information provided by one of the hotel staff members. We chose not to include breakfast in our stay; we only purchased American coffee (in a large cup). At one point, we were informed that the coffee was complimentary, even when we wanted to pay for it. However, at check-out, we were charged for 6 days of coffee (drinks), suggesting that the consumption was excessive. This was an unpleasant and unnecessary situation, especially since there are several options nearby. There was a lack of management, good service, and courtesy.
